Garco’s involvement with the $130 million WWTP began in 2008 in assisting CH2M Hill with its  pursuit of a design-build-operate (DBO) contract with Spokane County for a new 8 MGD WWTP. Garco provided cost estimates for all of the structures based on conceptual designs of the new plant which CH2M Hill then relied on in preparing its DBO proposal to Spokane County.

CH2M Hill was awarded the DBO contract in 2009 and in turn awarded Garco a contract to provide design-build and pre-construction services for the plant’s new water resource center, treatment  operations facility, aeration basin with adjoining chlorine-contact ring, anaerobic digesters, headworks facility, two primary clarifiers, membrane facility (immersed membrane technology utilizing GE’s ZEEWEED 500 membranes), chemical tank farm and containment slab, aerobic digester, solids building with sludge blend tank and containment slab, plant drain pump station, odor control facility, gas storage facility, COGEN facility, and a plant maintenance building.

Our pre-construction services included value engineering, constructability review, budget analysis, and strategic scheduling. Our collaborative and team-oriented approach facilitated early completion of the project, thus allowing CH2M Hill and Spokane County more time for the critical startup and testing requirements needed to put the new facility online.
